After granting permission and incentives to three people for developing wayside facilities, titled Satkar, on three highways, Bihar state tourism department has once again invited applications from August 7 for the development of such places on 23 identified routes in Bihar tourism circuit.
The government is giving an incentive of up to 50% of the total estimated cost of the project, with an aim to empower the people of the state by widening self-employment opportunities, said Bihar tourism secretary Abhay Kumar Singh.
According to the government, in the first phase, one Tanveer Alam has got an incentive of INR 50 lakh for developing a Satkar centre on Gopalganj-Kishanganj highway, Randhir Kumar received INR 35 lakh for building such a facility on Patna-Mohania road and Prashant Shekhar Dev was given INR 35 lakh for constructing such a facility on Muzaffarpur-Motihari route.

Satkar facilities will be developed under four models – premium, standard, basic and the functional – and the incentive amount will vary from INR 20 lakh to INR 50 lakh. The functional model can include upgraded “dhabas”, food joints and fuel outlets, currently functioning.
The general amenities planned by the government at these places include eateries; separate toilets for elderly and disabled people, men and women; handicraft shops; first-aid facilities; 24×7 power and water facility; and underground parking for tourist buses, cars and two-wheelers.
Besides, banks, ATM kiosks, travel desk, vehicle repairing shops, and solid waste disposal facilities will also be part of the Satkar facilities, said Singh.
